Why get your battery approved?
The Clean Energy Council’s Battery Assurance Program includes a list of lithium-based batteries (energy storage devices) that meet industry best practice requirements.
The list provides consumers with independent information on the safety of home battery products that are independently tested to confirm they meet certain electrical safety and quality standards.
The list includes lithium-based battery system (BS) and battery energy storage system (BESS) products that meet the Australian or international version of the lithium battery safety standard 62619:2017.
Accredited persons and retailers should always refer to the lists before performing an installation.
Lithium-based battery system (BS) and battery energy storage system (BESS) products can be included on the Approved Products List. These products are assessed using the first three methods outlined in the Battery Safety Guide (Method 4 is excluded as it allows for non-specific selection of standards as identified by use of matrix to address known risks and apply defined compliance criteria).

Details of certified laboratories can be found on the IEC website. For Battery standards, the Clean Energy Council will accept certification from both IEC and JAS-ANZ-accredited certifying bodies.

The Clean Energy Council requires manufacturers to nominate the importers who are responsible for meeting the manufacturer warranty obligations in Australia.
Importers must be a legally identifiable Australian or New Zealand entity, holding an Australian Business Number (ABN) or a New Zealand Inland Revenue Department (IRD) number.
The following documents must be submitted with your application:
- Certificate complying to all standards (please refer to checklist)
- Test reports to all standards
- Self-assessed declaration to separate specific requirements
- Installation manual
- Data sheet/brochure
- Detailed safety datasheet (SDS)
- Warranty Terms and Conditions
Ratings note
Battery system (BS) – the energy capacity (DC kWh) of the battery system at beginning of life, at the maximum recommended depth of discharge, 25°C ambient temperature, measured at a 0.1C or greater charge/discharge power.
Pre-assembled integrated battery energy storage system (BESS) – the energy capacity (kWh) of the BESS at beginning of life, at the maximum recommended depth of discharge, 25°C ambient temperature, measured at a 0.1C or greater charge/discharge power.
The applicant must complete the Clean Energy Council’s online application form. Please refer to the application requirements checklist for the information required.
You must also review the Clean Energy Council’s Listing Terms and Conditions and complete the declarations on the application form.
Applications will be delayed if incomplete or incorrect information is supplied.
As part of the application, you must pay the application fee which is detailed within the application form. Applications will not be assessed until the Clean Energy Council has received payment of this fee.

Battery Safety Guide
After noting the lack of product safety standards in Australia for battery storage systems, the industry came together to develop an agreed minimum standard to work to.
A Best Practice Guide and risk matrix were developed by industry associations involved in renewable energy battery storage equipment, with input from energy network operators, private certification bodies and other independent stakeholder groups and individuals, as well as consumer and electrical safety regulators.

The guide only applies to lithium-based battery storage equipment and includes:
- Battery module (BM): one or more cells linked together. A battery module may also have incorporated electronics for monitoring, charge management and/or protection. Battery modules are installed within pre-assembled battery system equipment or pre-assembled integrated battery energy storage system equipment or as part of a master/slave configuration of such equipment.
- Pre-assembled battery system (BS): a system comprising one or more cells, modules or battery system, and auxiliary supporting equipment such as a battery management system and protective devices and any other required components as determined by the equipment manufacturer. A pre-assembled battery system does not include a power conditioning equipment (PCE). Pre-assembled battery system equipment comes in a dedicated enclosure. The equipment is a complete package for connection to a DC bus or DC input of a PCE.
- Pre-assembled integrated battery energy storage system (BESS): a battery energy storage system manufactured as a complete integrated package with the PCE, one or more cells, modules or battery system, protection devices, power conditioning equipment and any other required components as determined by the equipment manufacturer. Pre-assembled integrated battery energy storage system equipment is supplied in a dedicated enclosure. Integrated battery energy storage system equipment is a complete package that has AC output for connection to the electrical installation.

The products included on the list have been independently tested to confirm that they meet the necessary electrical safety and quality standards under the Clean Energy Council’s Battery Assurance Program.
Battery (energy storage device) terms and conditions
The terms and conditions below came into effect from 15 August 2023.
These Terms and Conditions will be published on the Clean Energy Council (CEC) website and are subject to change with three months’ notice. The Product manager will notify changes to these Terms, via notice on the website and email notification to Applicants.
Application requirements will be publicly available on the CEC website in the form of an application checklist. The Product Manager will notify changes to these requirements, via notice on the website and email notification to Applicants.
If an application is incomplete the CEC Product Manager may request additional information. If three consecutive incomplete applications are received from an Applicant, the CEC Product Manager may require a new application along with payment of a new application fee.
