The Clean Energy Council welcomes the opportunity to provide a submission to the Department of Climate Change, Energy, the Environment and Water (DCCEEW) on the consultation papers and Exposure Draft regulations for the Tranche 3 reforms to the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
The CEC supports the policy intent underpinning the Tranche 3 reforms, including stronger environmental protection and restoration, greater accountability and transparency in decision-making and more efficient and robust project assessments under the EPBC Act.
While supportive of the intent of the reforms, this submission raises a number of recommendations on matters that would benefit from greater clarity and guidance, including single project approvals, landscape-scale pathways, compensation options and other consequential changes.
