DEECA’s preliminary findings from the Victorian Service and Installation Rules (VSIR) Governance Review emphasised that strengthened governance is essential to safely and efficiently support the rapid growth of clean energy technologies such as solar PV, batteries, DER, microgrids and EV charging. DEECA assessed that the current governance framework, while functional, lacks the transparency, structure and inclusiveness needed to keep pace with the accelerating transition. They highlighted the importance of clearer rule change processes, greater representation from emerging clean energy sectors and stronger public oversight to ensure consistency with Victorian policy objectives and forthcoming national regulatory developments. 

After assessing the available reform options, the CEC endorsed Reform Option 2A, which transfers approval authority to the Victorian Government whilst maintaining the current technical leadership of the Distribution Networks and introducing important process reforms. Option 2A provides the best balance of accountability, policy alignment, efficiency and transparency, while preserving the collaborative strengths of the current committee and aligning with successful governance models used in other jurisdictions.
